At Purdue University maybe?

That looks like the locomotive is at the World's Columbian Exposition in 1893. The only question is that is this the one that is now at MOT, or the one in Baltimore?

Not to be too nit picky, but I don't think the B&O's 4-6-0 camel locomotives are technically Winans Camels. The 4-6-0s came later, and although they look different, my recollection of the White book on early locomotives was that the Winans locomotives were all 0-8-0s built for freight service, while the later 4-6-0s were passenger locomotives. Of course, I could be wrong, and it is still a pretty neat photo.

When did the St. Louis unit go to Purdue and ultimately to MOT?

Looks like the one that has been in the B&O Museum for the last 50-odd years. I took this photo 52 years ago:

B&O 217 is not presently in the roundhouse. She is at the restoration shop where the damage suffered in the February, 2003 roof collapse is being repaired.

It's sad to see coach #20 on the adjacent track. She was unfortunately the only piece of rolling stock that was a total loss following the collapse. Fortunately her sister coach #21 was in the North Car Shop and escaped damage. She is slowly being restored there.

Depending on its number this could be a Hays or Davis Camel 4-6-0, but a Winans would be an older loco. I also think it was taken at the Chicago World's Fair, or some similar exhibition, maybe the 1904 St. Louis fair. The one that came to Purdue is B&O #173, which arrived under its own power about 1900 or 1901. The B&O still had several running at the time. The Purdue collection came to the Museum of Transportation in St. Louis in 1951.

While looking through some old trade journals in the University of Vermont periodical storage building some years ago, it made mention of the 4-6-0 coming to Purdue's rail museum under its own power. I think it was the first engine to arrive. If I recall, it was a 1901 issue of Railway Mechanical Engineer.

RME was a sort of Popular Mechanics for the railroad, with lots of helpful ideas for repairs and news of new RR technology. I was never able to get into that building again and hope the issues were preserved, as they were nicely bound, with a helpful index at the back of each volume. And I seem to remember John Hankey telling me the 4-6-0s were Davis camels, the Winans being the older 0-8-0s.

University of Cincinnati library has 1913 to 1949 of Railway Mechanical Engineer

According to the library, the title before 1913 was Railway Locomotives and Cars, and Ohio State University has volumes back to 1887.
