I'm pretty sure that's somewhere around Arsenal just south of 30th Street Station in Philly.

Nope. Not Philly, but New Yawk. That's a deadhead (empty) train coming out of the East River tunnel from Penn Station, heading around the loop into Sunnyside Yard, in Long Island City (Queens). The buildings in the far distance are in Manhattan; the spired building is the Metropolitan Life Insurance building at 23rd St and Park Avenue.
