Interesting that a 1935 German railroad would write in idiomatic British English. I think the wording is more likely a product of the British magazine named at the top of the page.

I agree its clearly a work of fiction by the British magazine, making fun of the Germans..

1935 was also the early days of Hitler's rise to power,
so the piece is probably also meant to be a bit of humorous political commentary..
"those wacky Germans, they are so rigid and militant arent they?..lets make fun of that perception in our railfan magazine and everyone will get a chuckle out of it.."

that sort of thing..
