Ar RailPictures.net, a photographer by the name of Gianfranco Berto has been posting photos of steam in use on the narrow gauge of Jordan in October 2007. No word if this is a charter or regular revenue service:

Sorry for the delay in my response, I have just read the message. If you look closely at the titles some of the pics were taken in Syria, some in Jordan. They will have been taken on charters. Railway interest groups have been visiting both countries for over twenty years and the administrations are happy to run whatever still has some life in it.

The railway is the north end of the Hedjaz Railway of the former Ottoman empire. The lines have been effectively dieselised for around thirty years. Because it is still possible occasional scheduled trains have been steam worked if there is a shortage of diesel traction.
