In reading an article by Steve Lee on FRA boiler inspection rules, I noted 3 acronyms ESC, NBBPVI and NBIC. What do these stand for?

this is a pure guess, but i bet NBBPVI stands for national board of boiler and pressure vessel inspectors. correct?

Yes, and NBIC stands for National Boiler Inspection Code, and ESC stands for Engineering Standards Committee, a.k.a "The Gods of Steam", the ones that drafted the new rule.
