Post subject:  Shay Question

While looking through some derelict steam photos on a site over the weekend, I ran across a photo of one of these Shays. I had seen them before, but I'd never really noticed the HUGE size of the exhaust stack:

Anyone have an idea what the inner workings of this exhaust looked like? My first thought is it looks like a Vittone exhaust as used on some engines of the Belgrano Railway in Argentina. These exhausts had a "cone" located in the center of the large exhaust stack, providing an annular space between the stack and the cone for the exhaust to pass. It seems pretty unlikely that an obscure exhaust system tried in Argentina wound up on locomotives in Taiwan, but anything's possible.

Any info would be appreciated.
