Correction and update:

The "passing track" has not yet been fully "completed" as the title of this thread implied. What HAS been completed is the new track connection to the fourth car shed track.

Yesterday the first of several truck swaps was undertaken, removing the standard-gauge trucks from underneath the tarp-covered St. Louis-built ex-San Diego/El Paso PCC and replacing them with ship trucks for "Baltimore gauge." The car was moved for the first time in years down next to the car barn on Track Three. The standard gauge trucks go to a private Philly-gauged car in the center of the loop; more swaps are pending in the future with Philly cars, including the Philly PCC converted to a wire-platform car, which was acquired for maintenance work.
