It would be my guess that she is a porter built locomotive. Possibly for the army...looks just like a porter built army 0-6-0 with an extra axle.

My goodness, she almost looks to "husky" to be a Porter. But, it could be. William S. Young of Starucca Valley Publications once published a roster of Porter steam production and it shows a total of 88 0-8-0's produced (including 35 in the 1946-1950 period; gosh, where did THEY go to?). But there were earlier ones including 2 built in the 1899-1902 period, 4 between 1902 and 1904 and 5 in the 1907-1910 slot.

It has got to be an "industrial" locomotive as it has an unusual number, "P91", and a single letter "U" on the side tank. The boxcar has the reporting marks "UH", which is not one I can identify. The person in the left foreground is in a uniform, perhaps that of a policemen or guard. The locomotive has piston valves and Walshaerts valve gear, but there is a horse drawn wagon unloading a boxcar in the background, so the photo was taken after about 1905 but before 1930. The elevated trolley tracks could be a number of places, Kansas City or perhaps Jersey City.

Was there a Union Stock Yards by the elevated trolley line in KC? If so, it might be its switcher. Looks like it could be an ALCo product to me, rather than Porter.

I have a vague recollection of reading an artical on Cuban railroads which had a photo of a locomotive with a big "U" on the tender identifying it as belonging to: Ferrocarriles Unidos de Havana.
There is a portion of the railroad approach to the main station in Havana that is elevated.
Overhead wires could be Hershey...

Wow, David, you are on to something! U on the lokie and UH on the boxcar both work for Ferrocarriles Unidos de la Habana. And compare the details of the viaduct and catenary to this image of the Havana Central viaduct over the piers:

And just as a further narrowing of the field, a quick perusal of what purports to be the "all-time" list of Cuban sugar steam locomotives indicates that this particular locomotive--indeed, any 0-8-0T--never made it onto the sugar railroads of Cuba.

Stuck in my roster book is a British friend's photo of a basically unidentified Cuban 2-6-2T with a smaller but similar notch in the tank.
