Here is the site with the ICC reports. May not be what you seek as it only states it goes as far as 1966.

The NTSB took over the ICC role starting April 1, 1967. A list of all of their ivestigations is below. Only the most recent are online, older ones have to ordered from the publication office listed elsewhere on the NTSB site.

I would think there is a way to get ICC reports. I'm on the N&W mailing-list, and someone posted the actual ICC report on the Powhatan Arrow's wreck at Franklin Furnance in '46. So, somewhere I assume that type of info is out there.
