WRM has an Ohio Brass substation, 750KW I believe. The outside is orange but the inside is white. I'm wondering if the white paint on the inside is anything special?

I doubt it. The substation shell should be grounded and the equipment inside should be isolated from the shell. If these conditions are not met, no paint that I know of would provide any protection.
