Yes, it's Crellin. It matches most of the dozen or more photos by a dozen different photographers that we have at the Md. Rail Heritage Library of this loco sitting at that spot before it was taken to Madley, Pa. along with sister #19. Though in most of our photos, the enginehouse is in better shape. It seems that stopping off to see and photograph the Preston locos there was a must-do for fans in the late 50's and early 60's, just like jumping off I-70 to shoot Hancock's HO Tower became a rite in the late 1990s and early 2000's.
