Although I can't help with a location I did notice the lack of the Reading diamond above the pilot.

The lack of the Reading diamond emblem tells me it is pre-1961. I would put my money on the L&HR turntable (View away from shops) at Warwick, NY in June 1960 on occasion of that road's Centennial Celebration.
