How were booster engines controlled so that they did not keep working and spinning wheels when the locomotive stalled out, spun wheels, or was going slower than the booster engine was turning? What if the locomotive started going faster? Was there a throw out bearing or anything?

The following URL will take you to the "Franklin Booster Instruction Manual" which may be down loaded in PDF format.

http://users.fini.net/~bersano/english- ... e_booster/

The manual includes operating and maintenance procedures as well as piping both air and steam diagrams.

The following URLs

http://users.fini.net/~bersano/ and http://users.skynet.be/dgrr/ contain manuals and publications referencing steam locomotives many in English others in French and Dutch.

Are there any operating engines with working boosters now?

My understanding is that the 4449 has a functional booster.
