Connecticut Coke Co. No. 3

This 0-4-0F is on display at the Westbrook Outlet Center in Westbrook, CT. The plaque with it states that it was, at one time, owned by the Valley RR. Does anyone know what the construction number of this one was?

According to Conrad's "The Steam Locomotive Directory of North America", it is Porter #7184, 8/1930.
