Didn't know Wichita had a trolley museum......or is the writer's reference a form of sarcasm?

I would like to suspect it's a tongue-in-cheek joke, possibly a bit of snide sarcasm about the type or projects funded by ISEA-TEA and TEA-21, some of which had absolutely nothing to do with actual transportation efficiency.

Although given the critters in Washington, who the hell KNOWS what's buried in the earmarks?

Of course, if the writer had invoked Steamtown NHS or a hypothetical appropriation towards preservation of the East Broad Top or the Cumbres & Toltec or electrification of the Grand Canyon RR, we'd be having an entirely different discussion, now, wouldn't we?
