NS Office Car #21 "West Virginia" at WAS

NS #21 West Virginia has been on track 7 platform to platform with Marco Polo at Washington Union Station for the last month. Both platforms are decorated with garland for Christmas, so I assume there was an NS holiday event during December.

The history of Marco Polo has been discussed here before. What is the history of NS #21?
