The July - August edition of FACILITIES ENGINEERING JOURNAL has an interesting article on preventing corrosion in cold boilers. While locomotive boilers are not the subject, industrial fire tube boilers are, and both are made of carbon steel and have tubes surrounded by still water when stored wet. You may need to Google to find your way if you do not subscribe.
