While looking up some material on early electric railroading, I came across this photo and site. The fellow who has the photo thought it might be on Frank Sprague's pioneering Richmond, Va. system, but wasn't sure. Certainly if it is Richmond, it is sometime after the opening of the line in February of 1888.

View and enjoy.

In the 2nd link, the dash sign seems to read RAILROAD DEPOT. Trolley Car Treasury photos show an abbreviation for Richmond Union Passenger Railway there, Church Hill & New Reservoir Park on the letter boards, and East & West End Line on the lower sides.
