I've asked around and have no evidence that these cars ever went into service.

In Mexico, which only has one main line passenger train, the "Chepe" from Los Mochis to Creel. Where would they operate? if not there and they were not in use there in 2009.

The photo is dated 2003. Anything could have happened between then and now. It would be interesting to find out if they have indeed ever entered service.
