 Post subject: EMD "headlight switch" part (?)

Noticed this by accident tonight on Ebay. Badly categorized by the seller, plus a bad typo in the description: "elector motive". Looks like EMD new-old stock, 1940's vintage. Is it a guide for a head light switch as noted on the box? Possibly of use to someone here???

It reminds me of the quadrant that holds the handle for reversing headlights.
