I was taught that from a cold start, the fire up time to full pressure is about 1 hour per foot diameter of the barrel. It can be done faster, but that does not mean it should be due. Solid fuel fires better lend themselves to a slower fire up time. I have seen an 18" diameter oil fired boiler fired up from a cold start to full operating pressure in 40 minutes; that is not so good. The fire should be kept low to allow the metal and water to heat slowly and evenly. The other posts that were referenced here will go into more detail.
