I hear EBT has contacted Strasburg RR to fix two of the mikes so that they are in complience with the new steam boiler rules.

My understanding is that the FRA came by to discuss the matter, and informed the RR that 49CFR230 applies to them. The FRA has issued EBT a wavier to run 14 this year. Next year the engines must be 49CFR230 certified or the FRA will make an issue of the matter.

Number 15 is expected to be first to be certified (tubes out right now for the survey), and 14 next, though some thought has also been given to the (mothballed and never run in tourist era) 16.

Such is my understanding from friends around EBT last time I was up there, though things may have changed since and I don't assert that this is the latest or last word.
