I just went through a ton of PRR diesel photos and couldn't find any with the fans. As a similar modification was made the the Morrison-Knudsen BN/Metra E8/E9's in the 1970s, I am willing to wager that this was part of the modifications made by Amtrak to its last five E8s rebuilt with HEP (495-499, two of which became Blue Mt. & Reading's PRR 5706/5898 duo and two of which ended up as CR 4020/4021, later Levin/PRR 5711/5809).

They are not dynamic brake fans, but cooling fans for the HEP installed by Amtrak.
