What, if any, regulations govern the operation and repair of steam boilers on cranes,ditchers, and snowplows?

Might check out ASME / NBIC - I can't recall any mention of these machines in the recent law but there is a reference to "national standards" and ASME would certainly apply.

As I understand it, they are considered "stationary" boilers and are under the jurisdiction of the state boiler inspector. The NBIC is the national standard for existing boilers, and it has sections for both "locomotive" boilers, and "historical" boilers.
