The Commission began the process with an RFI to pre-screen potentential bidders, who will then be invited to respond to an RFP. The thext of the RFI announcement is as follows:

As a first step in the process of identifying a new operator for the Cumbres & Toltec Scenic Railroad, the Railroad Commission has prepared a qualifications questionnaire. It has been sent to a number of experienced companies to ascertain their interest in operating the railroad.

In order to become qualified to submit a proposal, interested companies need to fill out a questionnaire and provide financial information to the Commission office no later than 5:00 PM MDT, Monday, October 14, 2002.

The questionnaires will be evaluated by the Commission to determine if the interested party has the financial strength and expertise to become one of the companies invited to submit a proposal. All interested parties will be notified by the Commission as to whether or not they will be invited to submit a proposal.

Apparently, it will be issued to qualified applicants, after the Commission has reviewed the RFI responses on Oct. 19th.
