Post subject:  567B counterweight housing

Our 567B has a severe oil leak where the drain port on the camshaft counterweight housing connects to the top of the accessory drive cover. I have looked everywhere, and my trusty bible (EMD 567B maintenance manual) does not show a breakdown. Can these housings be removed without removing the counterweights or stubshafts? This is our only power that can leave yard limits right now, so I can't pull the engine out of service without a solid plan in place.
Thanks
E
