Not at all... they are just proposing upgrading the status of the existing site/facility within the National Park system to a National Historic Park.

In general a National Historic Site's significance is contained to the site, while a National Historic Park's signficance extends beyond the park's boundaries.

I don't know but this may be associated with an effort to create a "National Historic Trail" along the length of the Pacific Railway... connecting sites like the Niles Canyon Railway, the California State Railroad Museum, the Nevada State Railroad Museum, Carson City, Golden Spike National Historic Site, the Ogden Union Station, etc... along with minor sites along the path of the first transcontinental railroad in the US...
