Google search inconclusive.
Looking for history, founders, etc.
Existed in St. Louis in 1870s til ?

Try a few decades earlier.

The following is from "Locomotive, Trolley, and Rail Car Builders: An All-time Directory" by Iam Arnold, published by Trans-Amgo books in february, 1965:

Palm and Robertson, a St. Louis, Missouri, partnership, begun building locomotives in approximately 1853 and quite production in 1858.

John White's "A Short History of American Locomotive Builders in the Steam Era," 1982, provides some more information:

PALM AND ROBERTSON, St. Louis, Missouri was started in 1848 by Alred C. robertson, a machinist newly arrived in the West. Several years later William Palm a civic leader and native of Berlin, Germany, was taken in as a partner. After railroad construction began in the area, Palm and Robertson decided to enter the locomotive market. Their first engine, the "St. Louis," was finished in July, 1853. James Tull, formerly with Norris in Philadelphia, managed the locomotive department. The firm prospered before the effects of the 1857 panic began to cast its dark mantle over the business community. Robertson withdrew to help operate a car plan. Palm stayed on to close out the operation and settle with the creditors. The firm built 54 locomotives between 1853 and 1858. Its affairs were would-up during the following year.
