Post subject:  Locomotive Identivication

Here is another identification for all of you steam experts out there. What is the engine displayed in Jenness Park, Heart of the Sierra Nevada, California. She is a small 0-4-0T that appears to have added a fake pair of leading wheels. The only lettering to be seen is
JPRR and 6189.

Can you be more specific on the location? Even after living in California most of my life, I don't recognize that place at all, and a search came up with nothing.
