What are the current federal regulations for steam engines in Canada? Does Transport Canada or another body have a published standard for inter-province railroads to follow?

We did research on this topic back in the 1990s, and found back then that the Federal regulations had been allowed to expire. When were regulations at the Federal level re-instituted?

Transport Canada inspects and regulates all steam locomotives owned or operated by any entity that is federally regulated.
Or if a locomotive is not owned or operated by a federally regulated entity but operates on federally regulated track (think railroad museum).
