Do you know which part of CP Rail made this proposal? Head office in Calgary or the US head office? I do not know where the US side is headquartered, but I suspect that this is the office you need to get in touch with.
US liability laws and lawsuits are much worse than they are in Canada, so I would be surprised if this proposal came from Calgary.
Burying a steam engine just because it probably has asbestos containg material on it is a crime that should not be allowed to happen.
