No. The subsequent investigations blamed the August 1997 collapse on water build-up behind the spandrel walls due to improperly maintained drainage. See https://stonearchbridges.com/2019/11/15 ... rel-walls/ for more information on the syndrome. |

Poor drainage does tend to aggravate retaining wall splay, Alexander. That's zero votes yes, one vote no. |
