While i admit to doing a quick scan of the specifications of this cab rebuild, i see nothing in the specifications to cover and protect the exposed cab interior during the time the cab is removed. while i suppose it is possible that a new cab could be built off site and be installed shortly after removal of the damaged cab, but they refer to using the old one as a pattern, so i suspect the backhead will be exposed for some time.

So if I read this correctly;

On August 8th the NPS issued a request for bids due by Aug 31 (while advising you should travel to the site and do an in person inspection of an antique artifact on a "dangerous" bridge with no connections to the ground without climbing equipment). So that's 3 weeks to travel to a unique location and safely inspect something 100 feet in the air and prepare a quote...

And they expect bids back by Aug 31 and to award the job by September 15th and want the cab removed by end of October ( 6 weeks ) while using fully certified crane companies without any damage to the original artifact....

Do they have a lot of peyote around those parts.....

Sounds like a lot of "no-bid" responses to me...

Why not use AI to simply scan/replicate the artifact...

If I were a suspicious person, the rules for this bid might suggest that they were written to accommodate a vendor that they already have in mind to do the job, and it's written so that they are the only bidder who can successfully meet the requirements in the time allowed.

Plus, to get registered in SAM.gov takes over a month, locking out other qualified vendors who haven't bid on government projects before.

Mammoth Locomotive Works built a new wood cab for 278 out of ash when they cosmetically restored the locomotive in 2010. The work appeared to be very high quality. I'm curious as to why it would have failed so quickly, and what needs to be done to the next cab to prevent the same situation from happening. D&RGW 223 sat on display in Salt Lake City from 1941 into the 1980s and its cab was still solid when it was moved out of Liberty Park. Lead paint a factor?

Jeff if i remember correctly it was hit from a falling boulder, causing initial damage, then subsequent weather action lead to its current condition.
