What is the best paint(s) for use inside a tender's water tank and what are the sources?

I remember using an Apexior product a number of years ago

Thanks,
Ray

I used Apexior #2 tank paint on the water tanks of my steam roller and found the paint failed in a year, not by lifting off or peeling, but just going away, or disolving. I was back to bare metal.
I was advised to try coaltar-epoxy paint made by Rust-olum and others. The key is the coal tar, it is not affected by water, Apexior #2 is asphalt that seems to be affected by water.
