Can crank pins be removed from the drivers to facilitate turning? I know they can be turned while still on the drivers but I understand its a little expensive.
If my memory is correct the pins should be a tapered press fit which means that with some heat and a lot of pull they should come out. But that was a 2 ft. gauge Forney.
The pins are attached to a 1920's vintage Porter.
Any ideas? can this be done?

I can't speak for your Porter however crank pins were pressed into the driver. The reason they were turned onced pressed in was to assure that they were properly quartered. That is the entire wheel set, two drivers pressed onto an axle with crnak pins installed were then put into a quartering lathe.
