I think I've found a photo of that two-foot-gauge engine I mentioned at Hesston, Indiana, in a Sandley Locomotive Works (WIsconsin Dells, WI) catalog on the internet. It appears to be a 2-8-0, probably converted from a German WWI Brigagelok, that Sandley converted.

The chassis of this locomotive is indeed from a WWI German Army "Feldbahn" 2-foot gauge 0-8-0T. The chassis features an articulating axle design along with "outside frame" stephenson valve gear. The chassis dates from 1918 and was built by Arnold Jung. The late Elliot Donnelley brought it to the US around 1966 and had Sandley rework it into a "Americanized" 2-8-0 tender engine. It was painted and lettered for the Milwaukee Road. The locomotive was used into the early / mid 1970's on the now-gone railroad at the Brookfield Zoo.
