That's the town of Appalachia, Va., by the way--on the former SR, nee-Interstate Railroad and on the L&N.

I contacted Ron Flanary, one of the instigators, and he told me this:
"It's a reengined Alco S-1 (with a Cummins diesel to replace its original prime mover) that was used by a local coal company to do periodic flood loading at the mine at Wentz, Virginia. Externally, it's intact, although it needs paint. I'm not sure about its lineage, but I'm sure we could track it down. The coal company contacted me for advice and help, and this is where we are with it at present."
