RE: this piece on the attempt to revive trackage in Ohio. Was this line ever officially abandoned, or is it just dormant? Who owned the track in the pre-Conrail days?

Bob,
This trackage was owned by the Pennsylvania RR and is known locally for a head on that occured between a gas-electric car and a steam powered freight. Most of the passengers in the doodlebug perished when the car caught fire due to its gas tank rupturing.
I'm not sure if the line was ever officially abandoned.

This one should be interesting because by Ohio Law she's a "railroad" and entitled to all the privledges and obligations thereof, despite the fact of federal "abandonment"(if true??). The judge seems to think that is does meet "federal" requirements (part of the general railway system??). Strange, if you reopen a rail line you have to meet FRA and PUCO requirements so you wonder what he is talking about ??
