Has anybody actually engineered Chinese built boilers vis a vis FRA Form 4 requirements? Working order can mean many things, but legally able to operate on the regulated system is a small subset of "working order".

It would be wonderful if Chinese standards were approved by ASME, for example - but what would it take to get one of these blue carded?

Dave Conrad of Valley Railroad might know the answer.

I recall a presentation by Dave Conrad about the construction of the 2-8-2 that was imported to the Valley Railroad. They had to make a special effort to have a boiler made to ASME standards and inspection.
