Brian;
There's broken like a leaky flue on an insular railroad and there's broken like a rotted out cylindrical couse on a regulated railroad. Everything else in between as well.
You need to define the nature and extent of the damage, and the conditions affecting its operation in the future. It may be that you will need professional assistance to determine the repairs required.
Costs range from just expensive to incredibly outrageous.
Dave
Contact Dave Bensman at Diversified rail if your serious. To meet new FRA rules on our steam engine is $250,000.

Actually, I'd recommend getting several of the leading reputable steam locomotive restoration folks out to look at your piece. You'll find that
the opinions as to what's restorable may vary, as well as opinions as to what's cheap vs expensive. Ask others who have had work done by individuals who you are considering. I'm sure each of us has a favorite steam guy but just like your favorite auto mechanic, each has a style of working that needs to be compatible with you and your organization.
