I think this is the little Whitcomb that Walter Gray used to tell about in slide presentations. Apparently the manufacturer of the prime mover of this unit refused to admit it had ever built same, and had no parts. Consigned to static display, Walter opined that the initials on the cab meant "can't start, rotten motor".

Prior to its donation to CSRM, this locomotive was used as a plant switcher in San Jose.
