Over on the Chaski web board (link to the message provided below), Mr. Rowland himself mentions what he has in store for the 614. Quite interesting.

And yes, as far as I can tell, it really is him.

Hmmmm. Looks like I did on one, and a "sort of" on another. While there may be some conflicting information regarding IHE owing NJT money, that's for reporters and public officials to dig into, so I'll not dispute Ross's "semi answer" in that forum.
