What loco is this?

Found the below linked photo linked to on another forum with no info about it. Anyone know what loco this is?

Dear Boyd:
The locomotive is an 0-4-0F Fireless, built fairly late (piston valve cylinders), possibly by H.K.Porter or Davenport-Bessler.
A former Alabama Power Co. locomotive?

It sounded like the original poster saw it in the Mississippi area; so it could be one of the former Alabama Power engines; or the one from Barry Steam Plant.

It is not the Heisler fireless in Hattiesburg, MS; I have picture of it and it is not the same.
