Number Plate Origin *PIC*

Does anybody know the origin of this number plate on Ebay? It says it is Canadian National, but I know it isn't.

Would Canadian Pacific make more sense? See the number plates on CP 29, 136, and 144..... now, what 224 would be, I dunno.......
