Greetings:
After a number of inquiries off board, following are (to the best of my knowledge) listed the builder's, class, wheel arrangement and road/construction numbers of the last steam locomotives built in China along with the date built and current owners.
DATONG: JS 2-8-2 No. 8422 12/1988, Tianjin Local Railway (note that No. 8419 at Boone, IA was not the last JS built).
DATONG: QJ 2-10-2 No. 7205 12/1988, Tianjin Local Railway (note, they also own QJs Nos. 7194 and 7195, built in the same batch with No. 7205). I am told that the last batch of QJs were built after the last JSs, to use up the factory's stock of steam locomotive parts and materials on hand.
JINAN: SY 2-8-2 No. 2022 c.1995, Tianjin Local Railway.
CHANGCHUN: SY 2-8-2 No. 3024 12/1996, Hegang Coal Mine.
TANGSHAN: SY 2-8-2 No. 1772 11/1999, Tiefa Coal Mining Administration (note they also own SYs Nos. 1771 and 1770, No. 1770 was built in 1996 for Tongling Locomotive Works, but they backed out of the sale leaving 1770 sitting unsold at Tangshan until 1999 when it was sold with 1771 and 1772).
TONGLING: built several SYs in at least two batches, the last in the '90s, I do not have accurate road/construction numbers for these as they appear to duplicate Tangshan numbers.
But wait, although the above mentioned were the last standard gauge steam locomotives produced, Mudanjiang Locomotive Factory (which built 0-8-0s and a couple of prototype QJs and continues to do overhauls on steam locomotives) has built two narrow gauge locomotives for an amusement park in Taiwan, an 0-4-0 tank engine in 2001 and a 2-6-0 in 2003. Factory officials expect to build more of the 2-6-0s in the future for amusement parks.
So perhaps the steam locomotive building era in China hasn't finished quite yet.

BTW the mogul ain't too bad looking, but the 0-4-0 looks like something Cledus and Enus got drunk and welded together in the chicken house.
