The Town of Tabor City requests proposals for the operation of a tourism rail enterprise. Tabor City is seeking a vendor to operate an excursion train on certain rail segments service Tabor City. This solicitation is conducted by Tabor City, with the review and participation of the owner of the rail on which the excursion train would operate. Tabor City is responsible for the solicitation and initial review of the proposals. In the event Tabor City identifies one or more potential vendors, the track owner shall review the proposals of each potential operator and may award a contract t one potential vendor. The owner’s selection of an operator shall be in the owner’s sole and absolute discretion, and includes the right to decline to select any of the potential vendors. Tabor City does not have a track ownership or freight operator control position on the subject trackage in this proposal.
