Want is the standard on the Loco 40 inch ?
W600-1A Locomotive Steel Wheel Gage, measure in 1/16 ths on the finger.
W600-2A Locomotive Steel Wheel Gage, measure in 1/16 ths on the finger, and modified body large for large wheels.
W601A Steel Wheel Gage
W601-2A Steel Wheel Gage, reads in normal fractions.
The Reference: AAR Standard S-630-98 , which I do not have Standard S-630-98.
Is the correct 1 of 4 or which one?

Stan, what is it you want to measure or condemn? If you are looking for rim thickness or flange height, any of those gages will work. I prefer the W600-1A for Locomotive work (developed by the Union Pacific) as the finger gage reads directly in 16ths of an inch. In my experience even the direct reading finger gages are not accurate enough to use as condemning gages for flange thickness. As I understand it the finger gage is not used to condemn flange thickness, this is done using the W627-1 wheel defect gage. The finger gage was primarily used to estimate how much tread material needs to be removed to restore the flange contour. Hope this helps.
