Good external box thinking, Mr. Mitchell. I would add, that in a kind way the city might be approached, saying:
"Ok method 1 was proposed and you suggested method 2 (with greater expectations and budget). So it looks like that didn't work out. Lets try method 3 or go back to some version of 1. Or method 4, offer the engine in donation to some museum group who will take on the responsibility."

And yes, Jeff, please do post more photos of the "Minnesota and Western" !!!!!

Funny, when Richard made his presentation a few years ago before the Mayor and City Council, one of them actually suggested having the WW&F do the restoration work... I may even have it on video. Here's 470 on her last run.
