It looks like she is getting a good bit of attention. According to the captions she is being painted and having a shelter built.

Right fine looking loco with good proportions and lines. Not sure about condition, but a great size for tourist service.

A sister engine is currently undergoing a restoration to service in Minnesota. Not sure how that is going, but you are right that this series of NP 4-6-2's are a nice size for tourist service.

Is that the engine that the city was threatening to bury? I seem to remember something like that going on in one of the Dakotas.

No, that was a Soo Line 4-6-2. I seem to recall it was #735 in Minot, North Dakota. I believe there was an effort to remove the asbestos from that engine and move it to a new location in Minot, but I am not exactly sure as to whether that was actually done or not.
