The current version of PTC will not be anymore more in control of the trains than current computer dispatching systems are, with one exception: it will have the ability to put a train in suppression when it exceeds it's limits. Other than that, dispatchers will still make the same amount of decisions and engineers will have total control of their trains.

*It should be noted that some computer systems used on Class 1's have auto routing and will arrange meets. This is something that's been around since the early 90's*

The first version of PTC will just be an added safety buffer to already existing systems. It will turn dark territories into territories that dispatchers can see whats on track. Your scenario with the Airbus is simply not applicable to this system.

That being said, 99% of the museums in the world will have no reason to even think about PTC. Those that will need to worry about are probably already in contact with each other. It should be noted that TVRM appears to have the basics of a PTC system onboard the 630.
